Economic Development Authority Minutes Page 4 <br />January 22, 2019 <br />----------------------------- <br />Joint Finance will be added as part of advisory committees and the plan is to simplify <br />and consolidate the order of business and have the EDA attorney review the bylaws <br />and present at the next EDA meeting. <br /> <br />Commissioner Ovall appreciated having this legal counsel review and would find it <br />valuable for the EDA bylaws to correct inconsistencies. <br /> <br />7.7 Energy Incentive Program <br /> <br />Ms. Othoudt presented the staff report. <br /> <br />President Tveite asked that the item be tabled until the next meeting to allow <br />adequate time for discussion. <br /> <br />Commissioner Ovall asked if the item could be added to a work session to allow <br />more time for discussion. <br /> <br />Moved by Commissioner Ovall and seconded by Commissioner Christianson <br />to table Item 7.7 Energy Incentive Program until the February 19, 2019, EDA <br />Meeting. <br /> <br />Motion carried 5-0. <br /> <br />7.8 Business Subsidy Agreement <br /> <br />Ms. Othoudt presented the staff report. She suggested that the business subsidy <br />agreement also be presented at a public hearing of the City Council and approved by <br />the EDA attorney. <br /> <br />Moved by Commissioner Ovall and seconded by Commissioner Westgaard to <br />approve the suggested changes to the city’s Business Subsidy Policy. <br /> <br />Motion carried 5-0. <br /> <br />8.
