Power Association (APPA) Safety Manual 16th Edition. He explained that this manual is issued <br /> to or made available to all employees, and that employees sign off on a document <br /> acknowledging receipt of the manual. There was discussion. Mr. Adams noted that the ERMU <br /> safety program also includes additional safety policies and procedures, and required safety <br /> trainings. The commission had a few questions on CPR training and if it was required for all <br /> employees. Staff responded. <br /> 5.0 BUSINESS ACTION <br /> 5.1 Financial Report—November 2018 <br /> Ms. Slominski presented the November 2018 financial report. For the Maintenance Expense <br /> line item in the Electric Statement, Chair Dietz asked for further clarification on why it was so <br /> much higher this year compared to last, and directed staff to provide an analysis of what the <br /> contributing factors were to the $265,000 variance. Staff stated they would do so. <br /> Ms. Slominski addressed a question that Commissioner Stewart had alerted her to in advance <br /> relating to the Other Operating Revenue AC line item in the detailed Electric Statement; it <br /> reflected a budgeted credit of$13,500, and an actual year-to date credit of$19,140. Her <br /> question was if staff knew that the AC program was in moratorium, why there was such a <br /> difference in the budgeted amount and the actual year-to-date amount. Ms. Slominski stated <br /> that it had to do with the customers that recently transferred over from Connexus. She <br /> explained that those who were on an existing AC program with Connexus were grandfathered <br /> into ERMU's program until the sunset date, and that we hadn't adjusted the budget for that. <br /> Commissioner Stewart made fellow commissioners aware of a recommendation Ms. <br /> Slominski had made to her regarding specific questions she has that may require some time <br /> to research an answer. Ms. Slominski had suggested emailing those questions prior to the <br /> commission meeting to allow staff time to research if necessary, and then address those at <br /> the meeting when the agenda item is presented. Commissioner Stewart encouraged the <br /> other commissioners to do the same. <br /> Chair Dietz had a question on the water connection fees. Mr. Volk responded. <br /> Chair Dietz also had a question on the Deposit Policy and if the customers transferring over <br /> from Connexus were required to pay a deposit. Staff responded. There was discussion. <br /> Moved by Commissioner Nadeau and seconded by Commissioner Stewart to receive and <br /> file the November 2018 Financial Report.
