CITY OF ELK RIVER <br />2003 - 2007 CAPITAL IMPROVEMENT PLAN <br /> <br />Introduction <br /> <br />The Capital Improvement Plan (CID is a comprehensive, multiyear plan that identifies <br />future capital projects and major equipment purchases. The CIP is a planning tool used by <br />elected officials and city staff. The capital improvements identified in the plan include <br />equipment, vehicles, public infrastructure improvements, and facilities. <br /> <br />In addition to serving as a major planning tool, the CIP does the following: <br /> <br />Establishes an orderly capital improvement program <br /> o: Capital Improvements take place in a logical order based on priority and <br /> financing availability <br /> o Capital Improvement funding will be more consistent from year to year <br /> <br />o Keeps the public informed of future needs <br /> <br />o Integrates plans and projects from all departments into one overall plan <br /> <br />o Allows time for adequate planning and financing of capital improvements <br /> <br />The CIP is developed based on input from al! city departments and the City Council. The <br />timing and priority of each item in the plan are subject to change based on available funding <br />and the City Council's review of changes in safety conditions, public service needs, and other <br />factors. <br /> <br /> <br />
