River <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />I~layor and City Council <br /> <br />Lori Johnson, Finance Director <br /> <br />DATE: <br /> <br />December 16, 2002 <br /> <br />SUBJECT: Consider 2003-2007 Capital Improvement Plan <br /> <br />Item ~ 4.6. <br /> <br /> On September 23, 2002, the City Council reviewed and discussed the draft 2003-2007 Capital <br /> Improvement Plan. At that meeting, the City Council requested that several additional items <br /> be included in the plan before it was brought back for approval. <br /> <br />The attached Capital Improvement Plan includes the addition of the purchase ofparldand, <br />Meadowvale Road reconstruction, and Ice Arena floor and roof replacement as requested. <br />Additionally, the capital equipment and vehicle purchases for 2003 have been changed to <br />coincide with the budget approved by the Council on December 9, 2002. Also, shortly the <br />Park Commission will be reviewing and approving its proposed 2003 Park Dedication budget. <br />The Commission's proposed budget includes an increase of $6,000 in playground structures <br />and improvements in 2003 for Baldwin Park. The attached CIP includes this change. <br /> <br />Finally, having a current, approved CIP is important for many reasons in addition to being an <br />excellent planning tool and resource to staff and elected officials who must make decisions <br />that will affect the future of the City. As you know, this is the first year that the City will <br />officially approve its Capital Improvement Plan. Hopefully, the capital improvement plan <br />process will be refined each year and next year a more comprehensive user-friendly document <br />can be prepared. <br /> <br />Action Requested <br /> <br />The City Council is asked to consider the 2003-2007 Capital Improvement Plan. <br /> <br />s:\council\lori\ fiveyrcapital.doc <br /> <br /> <br />
