Steve reviewed the proposed ordinance <br />amendments which are needed to establish a Heritage Preservation Commission <br />and Overlay Zoning District. <br /> <br />Chair Cote opened the public hearing. <br /> <br />. <br /> <br />Paul Motin, 9910 174th Avenue, questioned the purpose of the ordinance. Mr. <br />Motin indicated he is concerned with having an ordinance that would prohibit <br />construction in the downtown. He indicated that Central Business District <br />representatives are pushing the "historic" downtown concept. <br /> <br />Mr. Rohlf addressed Mr. Motin's concerns, and explained that the process was <br />started in order to accomplish the primary goal of providing a written history of <br />the city. He stated that the City Council has the authority to change the zoning <br />of a property by a 4/5's vote, and that a property owner may request inclusion in <br />the Heritage Preservation Overlay District. <br /> <br />There being no further comments from the public, Chair Cote closed the public <br />hearing. <br /> <br />COMMISSIONER THOMPSON MOVED TO RECOMMEND APPROVAL OF THE REQUEST <br />BY CITY OF ELK RIVER FOR ORDINANCE AMENDMENT - CHAPTER 2, ADD SECTION <br />215, ESTABLISHING HERITAGE PRESERVATION COMMISSION, PUBLIC HEARING CASE <br />NO. OA 99-6. COMMISSIONER MESICH SECONDED THE MOTION.
