Page 3 <br />Regular meeting of the Elk River Municipal Utilities Commission <br />December 12, 2012 <br />increase in the basic monthly charge and the first tier. Theresa Slominski informed Commission of an <br />increase in insurance cost from League of MN Cities. <br />Greg Oxley of MMUA discussed the importance of the Washington, D.C. trip that was <br />budgeted for 2013. Discussion followed. Consensus was to allow the trip for 2013. Another item for <br />discussion was the use of iPad's for future meetings instead of the paper books. Discussion followed <br />regarding other uses. Daryl Thompson suggested leaving the funds in the budget and learning more <br />about them and how to use them. <br />Al Nadeau moved to approve the 2013 budget as presented. Daryl Thompson seconded the <br />motion. Motion carried 3-0. <br />5.0 NEW BUSINESS <br />5.1 Eneineerin¢ and Inspection Services for Freeport Water Tower Rehabilitation <br />Delayed until January. <br />5.2 ERMU Performance Metrics Policy <br />The Wage and Benefits Committee reviewed and supported a Performance Metrics and <br />Incentive Compensation Policy. This is a company performance based program designed to <br />incentivize employee commitment towards the company's success. Discussion followed. <br />John Dietz moved to implement the Performance Metrics and Incentive Policy with a 2% <br />compensation with the option of the Commission being able to increase the percentage after the <br />audit. Al Nadeau seconded the motion. Motion carried 3-0. <br />5.3 Purchase of Property 1627 Main Street (Parcel ID #75-411-0240) <br />At the August 2012 ERMU Commission meeting, the Commission authorized staff to contact <br />the owner of 1627 Main Street NW (Parcel ID 475-411-0240) regarding the purchase of that property. <br />Discussion followed regarding the future needs of ERMU and the cost of the property. John Dietz <br />recommended negotiating with the property owner and sees this as investing in ERMU's future. <br />Rezoning issues were discussed. <br />Daryl Thompson moved to go ahead with negotiations to purchase the property at 1627 Main <br />Street (Parcel ID #75-411-0240). Al Nadeau seconded the motion. Motion carried 3-0. <br />
