<br />Planning Commission Minutes <br />March 23, 1999 <br />Page 7 <br /> <br />. <br /> <br />indicated that staff recommends some type of screening to the north be started <br />now, such as evergreens, and that the landscaping and screening for the entire <br />site will be reviewed when the church moves forward with the building plans. <br /> <br />Adam Hoffman, 21322 Meadowvale Road, resident north of the parking lot, asked <br />how many people were members of Living Waters Church. Pastor Pullar stated <br />there Sunday morning attendance is approximately 190. Mr. Hoffman expressed <br />concerned about dust from vehicle traffic, and asked what would be stored in <br />the buildings. Pastor Pullar indicated a lawn equipment would be stored in the <br />out building and Sunday School materials would be stored inside the house. Mr. <br />Hoffman questioned whether or not the parking lot would be lighted. Scott <br />indicated that some time of wall-mounted lighting would possibly be used. Mr. <br />Hoffman asked how many meetings would be held at the offices. Pastor Pullar <br />indicated there possibly would be some type of meeting daily. Mr. Hoffman <br />indicated he was concerned about liability issues since he owned horses and <br />they sometimes get out. <br /> <br />. <br /> <br />Mary Hoffer, 21323 Meadowvale Road, owner of the farm across Country Road 32 <br />and up to 211th Avenue, questioned if the zoning had been changed for this area, <br />and if not, why a church is allowed in an agricultural district. Scott indicated that <br />the zoning has not changed and that churches are an allowed use in residential <br />zones. Ms. Hoffer expressed her objection to the proposed use of the property <br />because of the traffic which would be generated. She felt a church should be in <br />town. She stated that her son farms their property and it is difficult now to use <br />County Road No. 32 to get from one side to the other. <br /> <br />Chair Cote stated that the Planning Commission is not reviewing plans to build a <br />church on the site at this time, only a conditional use permit to use the existing <br />house on the site for office and meeting room purposes. He indicated that the <br />Planning Commission has no control over which property the church chooses to <br />acquire. He explained that the neighboring residents would be notified and a <br />public hearing would be held if and when plans are submitted for a church on <br />the site. <br /> <br />Mike Townsend, 14390 214th Avenue NW, expressed concern regarding increased <br />traffic from the church's use of the property. He stated that it appears to him the <br />plan shows the proposed parking area in the location of the septic system. Pastor <br />Pullar indicated that the parking area is between the house and the septic <br />system. <br /> <br />Arne Engstrom, 20800 Meadowvale Road, indicated he is a resident in the area <br />and his daughter also owns the horses mentioned earlier. He questioned when <br />the church plans to build on the site. Pastor Pullar indicated they plan to build in <br />approximately 3 years. Mr. Engstrom expressed his concern for the impact of <br />increased traffic and car headlights on the rural residents. Mr. Engstrom indicated <br />that traffic will affect the safety of walkers and farmers in the area. He stated <br />that most of the neighbors would prefer that the proposed church never <br />happens, but if it does, he asked that the church be sensitive to the neighbors <br />regarding noise, lighting, dust and traffic. <br /> <br />. <br /> <br />Pastor Pullar stated that they will work hard to be good neighbors. <br />
