Request by City of Elk River for Ordinance Amendment Reqardinq Wind <br />Generators as a Conditional Use in the A 1 (Agricultural) Zonina District, Public <br />Hearing Case No. OA 99-2 <br /> <br />Staff report by Scott Harlicker. The City of Elk River has requested an amendment <br />to the zoning ordinance to allow wind generators as a conditional use in the A 1 <br />(Agricultural Conservation) zoning district. Scott reviewed issues regarding visual <br />impacts, noise, safety, environmental and property values. Staff recommended <br />approval of the proposed ordinance amendment. <br /> <br />Chair Cote opened the public hearing. <br /> <br />Cecelia Scheel, 10271 213th Avenue NW, stated that there are 4 wind generators <br />in the agricultural neighborhood in which she lives and she is not aware of any <br />problems. She felt the wind generators are very much needed. <br /> <br />There being no other public comment, Chair Cote closed the public hearing. <br /> <br />COMMISSIONER MESICH MOVED THE PLANNING COMMISSION RECOMMEND <br />APPROVAL OF THE REQUEST BY THE CITY OF ELK RIVER FOR AN ORDINANCE <br />AMENDMENT TO ALLOWING WIND GENERATORS AS A CONDITIONAL USE IN THE A 1 <br />(AGRICULTURAL CONSERVATION) ZONING DISTRICT, PUBLIC HEARING CASE NO. OA <br />99-2. COMMISSIONER KUESTER SECONDED THE MOTION. THE MOTION CARRIED 6-0. <br /> <br />. <br />
