<br />Planning Commission Minutes <br />March 23, 1999 <br />Page 1 5 <br /> <br />. <br /> <br />Terry Maurer asked that the grading plan be modified to show any changes to <br />save trees. <br /> <br />There being no other comments from the public, Chair Cote closed the public <br />hearing. <br /> <br />Scott Harlicker asked that a letter be made part of the official meeting record <br />from Laura Montoya, 13027 192 112 Lane, expressing her concern for the impact <br />this development would have on traffic, pedestrian safety and wildlife. <br /> <br />Terry Maurer indicated that city staff has expressed their concerns to the County <br />regarding the need for a pedestrian pathway continued south to Highway 10. <br />They will continue to work on this issue. <br /> <br />Commissioner Kuester was concern that there was no provision for off street <br />parking and suggested eliminating 1 building to provide additional parking. <br /> <br />Commissioner Mesich felt the entire area will be flattened during construction <br />and the development will not be an asset to the community. He was concerned <br />with the density of the project and felt if less units were constructed, some of the <br />contours and other natural features could be preserved to make it more <br />attractive. <br /> <br />. <br /> <br />Terry Maurer indicated that the density of this development is much less than <br />other townhome projects in the city. <br /> <br />Commissioner Chambers questioned if the trees being removed would be <br />replaced with new trees. Terry indicated that the landscaping plan shows tree <br />replacement. <br /> <br />COMMISSIONER CHAMBERS MOVED THE PLANNING COMMISSION RECOMMEND <br />APPROVAL OF THE REQUESTS BY MEADOWVALE BUILDERS FOR REZONING, <br />PRELIMINARY PLAT AND CONDITIONAL USE PERMIT, PUBLIC HEARING CASE NUMBERS <br />ZC 99-2, P 99-5 AND CU 99-4, BASED ON THE FINDINGS AND CONDITIONS IN THE <br />STAFF REPORT, WITH THE ADDITION OF CONDITION NO. 12 FOR THE CONDITIONAL <br />USE PERMIT AS FOLLOWS: <br /> <br />12. THAT THE DEVELOPER PROVIDE AN UPDATED GRADING PLAN TO THE CITY <br />ENGINEER, SHOWING THE LOCATION OF TREES TO BE PRESERVED, PRIOR TO <br />THE CITY COUNCIL MEETING. <br /> <br />THE MOTION DIED FOR LACK OF A SECOND. <br /> <br />COMMISSIONER MESICH MOVED THE PLANNING COMMISSION RECOMMEND <br />DENIAL OF THE REZONING REQUEST BY MEADOWVALE BUILDERS, INC., BASED ON <br />THE FOLLOWING REASONS: <br /> <br />. <br /> <br />- THIS DESIGN PRESENTED IS INAPPROPRIATE FOR THE PROPERTY <br />- THE PLANNING COMMISSION WOULD SUPPORT A DEVELOPMENT PROPOSAL <br />WHICH PRESERVES THE NATURAL AMENITIES OF THE SITE. <br />
