CU 99-2, WITH THE FOLLOWING <br />CONDITIONS: <br /> <br />1. THAT THE BUILDING CONFORM TO THE UNIFORM BUILDING CODE AND <br />THE CONCERNS OF THE ELK RVIER BUILDING AND ZONING <br />DEPARTMENT. <br /> <br />2. THAT THE BUILDING BE ACCESSIBLE BY EMERGENCY VEHICLES AND <br />CONSTRUCTED TO SPECIFICATIONS RECOMMENDED BY THE CITY <br />ENGINEER. ALSO, THAT ACCESS BE SHOWN ON THE SITE PLAN. <br /> <br />3. THAT THE BUILDING BE LIMITED TO THE HANDLING AND STORAGE OF <br />SOILS AND VEHICLE STORAGE. <br /> <br />4. THAT THE BUILDING CONFORM TO THE ELK RIVER ARCHITECTURAL <br />STANDARDS. <br /> <br />COMMISSIONER MESICH SECONDED THE MOTION. THE MOTION CARRIED 6-0. <br /> <br />Request bv Morrell Companies for Zone Chanqe, Public Hearinq Case No. ZC 99-1 <br /> <br />Request bv Morrell Companies for Conditional Use Permit. Public Hearing Case No. CU <br />99-3 <br /> <br />Staff report by Scott Harlicker. Morrell Companies has requested a rezoning to Antenna <br />Overlay and conditional use permit to allow construction of a 174ft. tall antenna tower at <br />10752 17151 Avenue NW. Staff recommends approval of the requests based on the <br />findings and conditions in the staff report. <br /> <br />Chair Cote opened the public hearing. There being no comments from the public, Chair <br />Cote closed the public hearing. <br /> <br />Commissioner Mesich questioned why a lattice tower is proposed to be allowed. <br />Richard Mayor, the contractor representing Morrell Companies, explained the design of <br />the lattice tower, noting that it would be much smaller (12" wide) and less visible than a <br />monopole and able to withstand up to 90 mph winds. He added that the tower will be <br />made of a galvanized metal which will blend well with the surroundings. <br /> <br />COMMISSIONER THOMPSON MOVED TO RECOMMEND APPROVAL OF THE <br />REQUEST BY MORRELL COMPANIES FOR REZONING CERTAIN PROPERTY TO <br />AT (ANTENNA OVERLAY), PUBLIC HEARING CASE NO. ZC 99-1, NOTING THAT <br />THERE WAS NO OPPOSITION DURING THE PUBLIC HEARING, AND BASED ON <br />THE FOLLOWING FINDINGS: <br /> <br />1. THE REZONING IS COMPATIBLE WITH THE SURROUNDING LAND USES <br />AND WOULD NOT ADVERSELY AFFECT THE PROPERTY UNDER <br />CONSIDERATION FOR REZONING. <br />
