<br />. <br /> <br />. <br /> <br />. <br /> <br />Parks and Recreation Commission Minutes <br />February 9, 2005 <br /> <br />Page 2 <br /> <br />Lions Park Center, 6 hours was at the Barn, 52 hours took place at the Handke East Hockey Rink, and <br />the remainder occurred at various other city facilities <br /> <br />7. <br /> <br />Director's Report - Bill Maertz <br /> <br />None. <br /> <br />8.1 Community Events: Cabin Fever <br /> <br />Director of Parks and Recreation, Bill Maertz shared there were 20 vendors at Lions Park Center and 63 <br />people signed up for the drawing. Over 100 people attended and signed in. This event also took place <br />at the Senior Center and various other businesses. The businesses were to give away free products or <br />services which is designed to get people out into the community and local businesses during a cold <br />weekend. It was seen as success especially at the Senior Center where 100 people attended and had a <br />free meal. <br /> <br />8.2 Land Use Cases <br /> <br />None. <br /> <br />8.3 Policy Issues <br /> <br />8.3A. Natural Resources Inventory Implementation <br /> <br />Director of Parks and Recreation, Bill Maertz shared with the Commission general views on the Natural <br />Resources inventory as an invaluable tool to identify and preserve future parkland, green spaces and <br />trail connections to be added to the Elk River parks and trails system. <br /> <br />Bill Maertz shared the letter from the City Attorney regarding the Transfer of Development Rights, <br />stating it is legal. The issues are the potential of allowing more density, and the administrative burden <br />that needs to be considered. <br /> <br />Chair Peterson made the motion that the Planning Commission request that the City Council form a <br />joint taskforce. <br /> <br />MOVED BY COMMISSIONER NYSTROM AND SECONDED BY COMMISSIONER <br />KUESTER TO RECOMMEND TO CITY COUNCIL THE FORMATION OF JOINT TASK <br />FORCE COMPRISED OF PARKS AND RECREATION COMMISSION MEMBERS, <br />PLANNING COMMISSION MEMBERS AND A COUNCIL MEMBER. MOTION <br />CARRIED 5-0 <br /> <br />8.4. Discussion Items <br /> <br />8.4A Elk River Country Gub <br /> <br />Director of Parks and Recreation, Bill Maertz stated that there has been a proposal from a <br />private party to develop part of the Elk River Country Gub along County Road 1, and move <br />some holes to the east side of the course. <br /> <br />9. <br /> <br />Information/Update Items <br /> <br />9.1. <br /> <br />Land Use Cases <br />
