There could be a <br />Commercial rate structure put in place. Further discussion followed. <br />John Dietz directed Troy Adams work with Tim Simon to come up with a water model on a two <br />tiered water rate and bring back in 30 to 60 days. Further discussion followed regarding the scope of <br />water customers this affects. <br />4.1 Power Supply Options / Resource Planning Update <br />Troy Adams updated the Commission on "Phase 2" of the Resource Planning Study, which <br />includes the release of a Request for Proposal (RFP). The Resource Planning Coalition has narrowed <br />the list of bidders to a short list. From this short list, CMMPA will be developing portfolio options for <br />each of the Coalition participants and will begin "Phase 2B — Portfolio Risk Analysis for Evaluation". <br />ERMU's cost for "Phase 2B" is estimated at $10,714. <br />Daryl Thompson moved to approve entering into "Phase 213" of the Resource Planning study <br />for the estimated $10,714. Al Nadeau seconded the motion. Motion carried 3-0. <br />4.2 Well Sealine Cost Share Program Contract <br />David Berg discussed the funds designated for the Well Sealing Program. The contract and <br />agreement forms have been finalized.. Information will be available on ERMU's website soon. <br />ERMU will reimburse the homeowner half the cost up to $400 to seal their well. <br />AI Nadeau moved to accept the Well Sealing Cost Share Program and associated agreements. <br />Daryl Thompson seconded the motion. Motion carried 3-0. <br />4.3 Review and Consider CMMPA Transmission Agreement <br />In May 2006, the Elk River Municipal Utilities (ERMU) Commission authorized joining the <br />Midwest Municipal Transmission Group (MMTG) to explore the potential to obtain ownership in the <br />transmission system. In February 2007, ERMU entered into an agreement to participate through <br />Central Minnesota Municipal Power Agency (CMMPA) in the CAPX2020 Brookings -Twin Cities <br />Transmission Project. In March 2011, the ERMU Commission and Elk River City Council both <br />approved Resolutions authorizing ERMU participating in the Brookings Project through CMMPA for <br />an amount not to exceed $7,140,953 without further action. <br />Troy Adams discussed the CMMPA Transmission Owner Services and Asset Assignment <br />Agreement and the Resolution authorizing the agreement. He said it was an umbrella agreement with <br />CMMPA for which project agreements, like the Brookings Project would fall under. This agreement <br />would authorize CMMPA to manage ERMU's ownership in this project in aggregate with the other <br />CMMPA Brookings Project participants. <br />
