Mountcastle, Virginia Attorney General Mark R. Herring and Nick DiGiulio, Special Agent in Charge, <br />Philadelphia Regional Office for U.S. Health and Human Services - Office of Inspector General <br />announced today. <br />Bryan Harr Sr., 41, of Bristol, Va., pled guilty yesterday in the United States District Court for the Western <br />District of Virginia in Abingdon to one count of conspiracy to commit healthcare fraud. Melissa Harr <br />previously pled guilty to one count conspiracy to commit healthcare fraud. Deborah Branch, 64, is also <br />charged as part of the conspiracy. <br />Bryan Harr Sr. admitted yesterday that he and his wife, Melissa Harr, hired Branch to work with one of <br />their children, who suffers from intellectual and physical disabilities and who qualifies for services paid for <br />by Virginia Medicaid, including personal assistance, respite and residential support services. These <br />services are available to qualified individuals pursuant to Virginia Medicaid's Intellectual Disability (ID) <br />waiver program. The ID waiver program is designed to provide critical services that enable a recipient to <br />remain at home instead of being placed in an institution.
