f. IRTS facilities operated by ResCare in other communities are typically <br />located in multi -family settings with mixed commercial and retail settings, <br />creating a different demographic than is surrounding this Property. <br />g. Residents in single-family neighborhoods expect the surrounding single- <br />family uses and residents to turnover slowly, unlike a multi -family or <br />commercial neighborhood which regularly experiences turnover in residents <br />and uses. The nature of the use, short stays of 60 to 90 days, will <br />detrimentally affect surrounding properties. <br />11. Taking into consideration all of the testimony and evidence received, the City Council <br />finds, based on findings of fact a -g set forth above, that the Applicant has not <br />established that it has met the requirements for approval of a Conditional Use Permit, <br />and that it would not be in the public interest to approve the Application. <br />DECISION <br />Therefore, the City Council of the City of Elk River denies the Conditional Use Permit at <br />633 Upland Ave NW, based on the findings of fact set forth above. <br />Passed and adopted this 4th day of February 2019. <br />John J.
