This includes an interim pay increase from the top step in pay
grade 4N to the top step in pay grade 7E.
Background/Discussion
In August of 2018, senior citizen coordinator Annette Bonin retired. At the time, it was decided to not fill
this position but instead, have the recreation manager conduct an analysis of Activity Center functions
and needs. In addition, with the potential of the Activity Center services being located to a new facility, it
is prudent to hold off on filling the position until staffing needs for the new facility are determined.
In the absence of a senior center coordinator, coverage has been facilitated by the recreation manager and
recreation division staff working with the senior citizen programmer, Natalie Anderson. In the spring and
summer months, the workload within the recreation division increases which will make it difficult to
continue to support the Activity Center services. To continue providing these services, it is recommended
to promote Natalie Anderson to a recreation coordinator level and provide support with a recreation
program lead staff person. These are temporary changes which could be modified based on future
staffing needs related to the new facility.
Financial Impact
Ms. Anderson is currently at the top of pay grade 4N and the recreation coordinator position is in pay
grade 7E. Ms. Anderson would go from a position eligible for overtime to a position exempt from
overtime. Both the senior citizen coordinator and the senior citizen programmer positions were budgeted
for 2019 which covers the cost for this interim promotion as well as adding a recreation program lead
assigned to the Activity Center.
Attachments
■ None
The Elk River Vision
A PehoMing community Pitb revolutionary and spirited resourcefulness, exceptional P,` 01 W E H E 8 6 T
service, and community engagement that encourages and inspires prosperity INAWRE1
