City Council Minutes <br />January 7, 2019 <br />Page 2 <br />5.5 Designate Star News as official newspaper for legal notices. <br />5.7 Resolution 19-01 acknowledging contributions (Dawn Schaffer) <br />5.8 Purchase of 2019 Mack tandem axel plow truck with Towmaster <br />equipment. <br />5.9 Contract 19-01 Joint Powers Agreement establishing authority of the <br />Elk River City Attorney's office. <br />5.10 2019 Street Improvement Preliminary Engineering Report and increase <br />of $41,820 in professional service for changes to consultant's project <br />scope. <br />5.11 Amend Resolution 18-72 adopting the 2019 Compensation Plan for <br />non -organized employees. <br />5.12 Purchase of online permit software CitizenServe in the amount of <br />$80,000. <br />5.13 Contract 19-02 Waste and Disposal Agreement with Waste <br />Management — Elk River Landfill. <br />Motion carried 5-0. <br />5.6 Resolution to Designate Official Depositories and Delegate Authority <br />for Electronic Funds Transfers <br />Moved by Councihnember Wagner and seconded by Councilmember <br />Westgaard to adopt Resolution 19-02 designating depositories of city funds <br />and delegating authority for electronic funds transfers. Motion carried 4-0. <br />Councihnember Ovall abstained due to conflict of interest. <br />6. Open Forum <br />Dave Burandt, 19118 Tyler Street, stated there is a curve at Xavier and Tyler Street <br />on 193rd Avenue that slopes the wrong way and cars slide off the road during <br />inclement weather. He further noted water drainage issue and requested the city <br />engineer review the issue. <br />Council referred the matter to staff. <br />7.1 Introduction of New Employee <br />Mr. Femrite introduced Engineering Technician 2, Ryan Sandhoeffner. <br />Mr. Sandhoeffner stated he is excited to work in Elk River and he reviewed his <br />background. <br />Council welcomed Mr. Sandhoeffner to the city. <br />8.
