Several different color samples for the anodized sign were <br />presented. Mr. Hals has been working with Mr. Leeseberg as to variations of presenting the <br />signs in the parks; i.e., using pillar posts or even fancier wooden posts. The anodized sign <br />with the reflective vinyl is also much easier to see at night as it does reflect light. The signs <br />can be made in any size and any proportion, and can also be made two-sided making this <br />easy to identify from both sides of the road. The signs presented were 2'X3'. <br /> <br />The majority consensus from the Commission was for the anodized sign, bur requested cost <br />estimates of the signs. The signs can be erected as early as this fall or next spring. <br /> <br />9.B.1. Elk River Station. Case No. POl-OS <br /> <br />Ms. McPherson presented a brief summary of the Elk River Station Parks report. <br />Mr. Len Pratt presented for the developers of Elk River Station. He presented a detailed <br />slide show of the existing parks in the city today, as well as city parks to be developed and <br />how the Elk River Station Parks will incorporate some of those ideas. <br /> <br />Elk River Station LLC proposes to dedicate 8.46 acres oHand (approximate value $338,000) <br />with improvements totaling approximately $1.2 million. They will also commit homeowner <br />association fees for maintenance which would significantly reduce the City of Elk River's <br />park maintenance costs. They would also like to set up a cooperative agreement with the <br />City of Elk River for park maintenance in this development. <br /> <br />. <br /> <br />Chair Kuester asked for clarification of the dedication proposal which would be a counter- <br />proposal to the staff recommendation, which was 2.97 acres of land would be partly <br />amenities and cash. Mr. Pratt's proposal included the 8.46 acres of land and amenities, <br />shared maintenance and no cash. <br /> <br />Commissioner Dave Anderson asked to hear from Mr. Hals, Street and Parks <br />Superintendent, for his thoughts. <br /> <br />Mr. Hals felt that this is a new concept and he had some concerns with regard to <br />maintenance of some of the parks, as they also serve as drainage ponds and sediment ponds, <br />and the maintenance and appearance of which is a challenge. The other concerns are geared <br />toward the streets. He saw no concerns with the city maintaining the bituminous pathways. <br />He had some reservation with maintenance in regard to the tennis court and volleyball court <br />area. He felt that these court areas will serve the residents of Elk River Station and not the <br />general public. <br /> <br />The purpose of the storm water ponds (spaces #3, 5 and 6) was discussed as well as ground <br />water contamination and the safety of children and animals. Mr. Hals reiterated that these <br />are designed to be wet water ponds and to collect the sediment from run-off to clarify the <br />water before it reaches the Mississippi River. One of the ponds is designed to be 10' deep <br />with retaining walls, and it was recommended that the pond be fenced to keep the children <br />and animals out. <br /> <br />Chair Kuester raised two concerns from July's meeting: A sense that this would be a public <br />park, and that there would be a cash contribution towards city parks with not all monies <br />being allocated to Elk River Station development. <br /> <br />. <br />
