Request for Action <br />ToItem Number <br />Mayor and City Council7.4 <br />Agenda Section Meeting DatePrepared by <br />Public Hearings December 17, 2018 Zack Carlton, Planning Manager <br />Item Description Reviewed by <br />Conditional Use Permit: Institutional Use, ResCare <br />Chris Leeseberg, Senior Planner <br />MN –633 Upland Ave <br />Reviewed by <br />Cal Portner, City Administrator <br />Action Requested <br />Approve, by motion, the Conditional Use Permit authorizing establishment of an Institutional Use at 633 <br />Upland Ave NW, with the following conditions: <br />1.A copy of the Intensive Residential Treatment Services (IRTS) License from the State of Minnesota <br />must be submitted to the city. <br />2.The SAC/WAC Units will be reviewed to decide if additional fees will need to be paid based on the <br />change in use. Fees will be due before issuance of a building permit. <br />3.A designated smoking area outside of the building must be identified on the site plans. <br /> <br />Background/Discussion <br />ResCare Minnesota is proposing to convert the former Masonic <br />Lodge building at 633 Upland Ave NW to an Intensive Residential <br />Treatment Services (IRTS) facility. The Minnesota Department of <br />Human Services defines IRTS facilities as: time-limited mental health <br />services provided in a residential setting. Recipients of IRTS are in need of more <br />restrictive settings (versus community settings) and are at risk of significant <br />functional deterioration if they do not receive these services. IRTS are designed to <br />develop and enhance: psychiatric stability, personal and emotional adjustment, <br />self-sufficiency, and skills to live in a more independent setting. <br />The use complies with the ordinance definition of an Institutional <br />Use as it is a health care facility offering principally inpatient care. <br />The applicant’s narrative states the average stay at the facility will <br />range from 60 to 90 days. The property is located in the R-1c zoning <br />district which allows Institutional Uses as a Conditional Use. <br />Planning Commission <br />The Commission asked the applicant and their representatives about <br />frequency of emergency responses, the types of patients being <br />treated, and whether or not patients are required to remain at the <br />facility. <br /> <br />The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness,exceptional <br />service, and community engagement that encourages and inspires prosperity <br />
