Parks & Recreation Commission Minutes Page 2 <br />December 12, 2018 <br />----------------------------- <br /> <br />5. Action Items <br /> <br />5.1 William H. Houlton Conservation Area Steward <br /> <br /> Chair Anderson shared that WHHCA steward would be Hall Stewart. <br /> <br />Hall Stewart spends a lot of time at Houlton, stating that WHHCA has a lot a potential, and <br />there is a group of volunteers to help make the transition happen moving forward. Hal also <br />shared he would like to see it become what it can be. <br /> <br />Mr. Stewart shared he has volunteered at WTRP, Sherburne county citizen pruner, member of <br />the Sherburne Wildlife Refuge Area and is looking forward to working on the prairie area of <br />WHHCA. <br /> <br />Mr. Hecker shared that Hal will be able to work with Mr. Sevcik and that city will be having a <br />steward meeting in the beginning of the year. <br /> <br />Moved by Commissioner Niziolek and seconded by Commissioner Ahlness to accept <br />staff recommendation to appoint Hal Stewart as the William H. Houlton Conservation <br />Area Steward. Motion carried 7-0. <br /> <br />5.2 Spectrum Outdoor Ice Rink <br /> <br /> Mr. Hecker presented his staff report. The commission had discussed closing a few rinks and <br />locating one at Spectrum High School. The School will be putting lights out there along with a <br />parking lot. Things to work out will be a draft agreement, cost of dasher boards, consideration <br />of closing Kleiver Lake and Lion John Weicht Park ice rinks and add staff to a warming house <br />at spectrum location. Park dedication could be a possible funding source. <br /> <br />Commissioner Holmgren asked if Spectrum High School is adding a hockey team as that <br />would mean the boards have to meet certain standards and if city could do an ice rink without <br />boards now and revisit the boards later. <br /> <br />Commissioner Williams suggested that the city use the barn boards and then the Olympic <br />boards from the Elk River Arena, or to sell them and use the money to buy outdoor boards <br />later. <br /> <br />Mr. Hecker stated those boards may be sold in future as part of the bigger project of the Arena <br />being rebuilt. <br /> <br />Moved by Commissioner Soltvedt and seconded by Commissioner Holmgren to accept
