Parks & Recreation Commission Minutes <br />November 14, 2018 <br />Page 2 <br />did not have the current map's additional building with 67 units on the other side of the <br />proposed storage facility. <br />Chair Anderson asked the Commission if the request could be approved next month or if it <br />had to be this month considering the change of plans and additional apartment units. Also <br />asking if the new information presented would change the Commissions point of view from <br />the general consensus by the Commission at the September 12, 2018 meeting to receive cash <br />dedication for the property. <br />Dan Anderson, Briggs Companies, stated that the process does not make or break the project <br />of having park dedication and it is expected to have that. Their biggest concern is regarding <br />the transient action in the area with 28-30 reports a month to the police department. The <br />vandalism is over the top and damage is overwhelming. Issue is more about when we put <br />people there that they are safe, creating a safe environment for them. <br />The commission discussed the proposed drive to the western portion of the property but <br />ultimately decided not to provide input on it as they recommended only cash dedication. They <br />discussed the need for a trail easement running north and south along the bluff line and how <br />to access this easement from Zane Street. <br />The commission also had a discussion on the need for a future location of a boat landing <br />(once Babcock closes) and did not think this property was a good location. They agreed the <br />city should focus on an area further south near the proximity of the proposed interchange of <br />167t1i Avenue and Highway 169. <br />Moved by Commissioner Niziolek and seconded by Commissioner Rathbun to accept <br />staff recommendation of park dedication to be paid in the form of cash for the number <br />of units approved by the City Council at the rate applicable when the subdivision is <br />released for recording. (This will be $4,897.02/unit at the 2018 high density rate) A 50- <br />foot trail easement from under Highway 101 Bridge to the southern property line of the <br />site shall be provided with the majority of the easement being located above and along <br />the bluff line. The final location shall be approved by city staff. Adding that a 30-foot <br />wide trail easement, connecting the 50-foot easement to Zane Street, shall be provided. <br />Motion carried 7-0. <br />6.
