<br /> <br /> <br />December 28, 2018 <br />Justin Femrite, P.E. <br />Public Works Director/Chief Engineer <br />City of Elk River <br />13065 Orono Parkway <br />Elk River, MN 55330 <br />RE: 2019 Street Improvements – Project Feasibility <br />Dear Mr. Femrite: <br />This letter provides an initial analysis of the feasibility, cost-effectiveness, and necessity of the proposed <br />street improvements. <br />EXISTING CONDITIONS <br />The project study area includes approximately 12.6 miles of existing city streets. These streets were <br />evaluated to determine current pavement conditions and recommended surface improvements. <br />During the preliminary project walk-through conducted on September 20, 2018, the City rated pavement <br />conditions were reviewed and found to range from a PCI rating of 40 to 70 based on a PCI scale to 100. <br />These pavement ratings are used to determine the type of surface improvement that will be most cost <br />effective to maintain the roadway and extend the useful life. <br />Pavement ratings of 40-55 are found to be in a failed condition and are recommended to be fully restored <br />through reclamation and replacement. Pavement ratings of 55-70 are found to be in a condition where <br />overlaying the surface with a 1.5-inch overlay should extend the useful life 20 years. <br />PROPOSED IMPROVEMENTS <br />Due to the condition of the existing pavement the following improvements are proposed: <br />Full Depth Reclamation <br />Full depth reclamation is proposed for the following roadways: <br />- Ranch Road from Meadowvale Road NW to the western City limits <br />- Baldwin Street NW from 225th Avenue NW to the northern City limits <br />- York Street NW between Ranch Road NW and approx. 400 feet south of 212th Avenue NW <br />- 211th Avenue NW from York Street NW to Vernon Street <br />- Proctor Avenue NW from 200 feet south of Hwy 10 to Main Street <br />These existing roadway sections are all rural (with the exception of Proctor Road) and are not proposed to <br />be converted into urban sections (no curb and gutter proposed).
