Earl Hohlcn reported that minors have been frequenting the establishment <br />and that Wegoner has not personally been running the tavern, being absent most <br />of the time, and therefore the tavern has not been properly supervised. Upon <br />refusal of Earl Hohlen to sign the license application, the license was denied. <br /> <br />Gordon Fredrickson, President of the Sherburne County Fair Board reported the <br />need for permanent flood lights at the fair grounds. ~fac Gibbon advised that <br />it is questiona~lewhether the Council can legally allegate funds. <br /> <br />Ken Glover, representing the Elk River Chamber of Commerce, requested use of <br />Orono Park for the 4th of July celebration, with the Elk River Jaycees to run <br />the concessions. <br /> <br />Jvloved by Councilman H'ldson and seconded by Konop, to allow the Elk River Chamber <br />of Commerce to use Orono Park for their 4th of July celebration. Motion <br />unaminously carried. <br /> <br />Moved by Counci~~ Hudson and seconded by Cotmcilman Konop, to purchase a used <br />air compressor from ~xs. Raymond Legg, cost $60.00. Motion unanunously carried. <br /> <br />Elmer Mord made application for renewal of the set up license at the Eagles Club. <br /> <br />Moved by Councilman Hudson and seconded by. Councilman Konop, to grant the <br />renewal of the setup license at the Eagles Club. Motion unaminously carried. <br /> <br />Don Harstad, representing the Hars~ad Co., presented a brochure on the Decatur <br />Radar speed meter. MacGibbon advised the Council that if this equipment is <br />purchased, it is important to have a technician familiar with this brand of <br />radar be close by so that in case of a violater pleading not guilty, the <br />technician can demonstrate how this equipment calibrates speed and be able to <br />answer other pertinent questions. ~..r. Harstad stated that his company vrould <br />provide this service at no cost to the village. Cost of a deluxe model 10 <br />mile leeway with automatic hold meter \~"Ould be $1,300.00, and with a manuel <br />hold meter $1,200.00. Federal money for 50% of the cost is available, however <br />application must.. be made before the radar meter is purchased and after :the grant <br />is Ill.'1.de, reimbursement will be made for 50% of the purchase cost. Mr. Harstad. <br />also reported that park~ng meters could be i~stall~d at no cost to the village. <br />60% of the receipts would go to the village and 40% to the company until the <br />meters are paid in full. Mr. Harstad "all send a financial statement from other <br />villages of our size, indicating what profit is realized. <br /> <br />8l.l1C.1::. <br />Discussion with Mac Gibbon on the blacktopping of the alley in ~ 2 of the <br />Village of Elk River. \ie would have to go through the formalities of a public <br />hearL~g to blacktop the alley and the pri~ate property would have to be con~ <br />tracted by the property owners ~irectly with the contractor. <br /> <br />:Hoved by Councilman Hudson. and seconded by Council Konop, authorizing the <br />Village Engineer to prepare a preliminery engineering report for the black- <br />topping of the alley located in iIt 2 of the Village of Elk River.
