<br />o <br /> <br /> <br />~ <br /> <br />o <br /> <br />A special J]l.eeting of the Village Council of the Village of Elk River, Minn. <br />was called to order by MaYor Bartelt on May 11, 1970, in. the Council Boom of <br />the Village Office BuilG!.ing at 7:30 pm, members were present as follows: <br />Mayor Bartelt, Councilmen Hudson,. S3Ting, lficheau am KOtlop. <br /> <br />The purpose of the meeting was to learn the interest of the local businessmen <br />for a central burglar alarm system in Elk River. <br /> <br />B1.1Sinessmen present wereKen~all Houlton, George Dietz, Harry Dreissig, Robert <br />Kemper, Everett Rathbun, JrI~~D Ric.~ard Breyen and Dr. A.F. Jarmoluk. <br /> <br />Ralph Kelly representating the Diebold Safe Co., reportei that his company deals <br />in bank alarm protection rather than commercial protection. <br /> <br />, <br />Lyl~ Vainais representating Electro watchman, Inc.~ reportei that their would be <br />no cost to the village for the installation of a central alarm system an4 that <br />" the customer would be chargei a monthly rental. <br /> <br />Keniall Houlton reporte<< that because of an increase in uaylight holaups, Congress <br />has passed a security bill which requires financial instituions to have silent <br />alarm systems if they have the availability of 5 minutes police service, 24 hours <br />a (jay. The banks would. definitely be interested. in a silent alarm system if founi <br />to be economical feasible. <br /> <br />Bob Hollanger representing the HOshier Safe Co., repartee. that with a central <br />alarm system, you must have 24 hour dispatching wervice, which YJOulci be expensive, <br />unless the village could. contract the ciispa.tching to a organiu,tion that functions <br />all ni~ht. This is not recommended though,_ because of liability, security ~1d <br />error. <br /> <br />Everett Rathbun suggestei that we gonon a county bas~s with the aispatching being <br />handled through the Sheriffs Office. Vadnais advisee!. that the telephone line cost <br />for a county system 'WOulci not mike it eoonomical feasible. <br /> <br />The alarm companies will install any type of alarm syst~ for the -..ri1l2.ge and the <br />cost of the ~quipment would be born b;y' the inaividual business. However the <br />system would require the village to proviae 24 hour ciJ.ispatching service, which <br />would requir'e the emplo;yment of an estiaated five additional vill..ge employees. <br /> <br />No decisions or commitm.en ts were made ami a survey -will be taken after a cost <br />figtlI'e is detenninelt to learn how many business firms woulci use the service. <br /> <br />J~mes Wentzell representing the Central Ydnnesota Housing Development Ccrpn., <br />reporteti that is a non profit organizati.on that was formed through the Tri-CaP <br />County Action Program and. its objective is to pursue all types of housing for <br />all people of any income. There program stresses home ownership a.'1.d that all <br />homes built 1roJOuld be 100% tax paying property. He .requeste.. a letter from the <br />Council statring that there is a need for all types of housing and our willing- <br />ness to cooperate ld.th this ortpi.zationo <br /> <br />After d.iscussion, a motion was made by Councilman Syring ancl seconded by <br />Councilman Hudson, authorizing the C~erk to se...'1d. a letter to the Central lJI'..inn. <br />Housing Development Corpn., that there cis a shortage of housing in the area and <br />that we endorse anl!l support their progra...n that stresses home ownership. Motion <br />unaminoulsy carried. <br /> <br />Discussion on the property removed from the Millhouse Apartments. <br /> <br />Moved by Councilm:m Hudson ani seconded by Councilman Syring, approving payment <br />of $3,501.33 to the Millhouse Estate for purchase of property on Lot 2, Aua. <br />Sub. Divn. #4, payment of $1,398.47 to Sherburne County Treaser for the 1967 <br />1968 1969 and 1~70 taxes and assessments, L'1.d payment of $1,182.26 ~ <br />
