The applicant and their representatives addressed the Commission's concerns and provided the following <br /> additional information regarding ResCare's background, operations,and the patients: <br /> ■ ResCare is a transitional care facility for patients returning to the community after having received <br /> hospital-based treatment. <br /> ■ Staff are trained as first responders and equipped to handle emergency situations. <br /> ■ Calls for emergency responses vary,but according to ResCare representatives it has not been an <br /> issue in the past. Patients are continually monitored and evaluated for concerns that may need to <br /> be addressed in a hospital setting. <br /> ■ Patients are treated for a variety of emotional conditions and psychiatric disorders regarding their <br /> thoughts,which may include suicidal or confused thinking,which can prevent them from <br /> functioning in the community in a positive way. The patient's goal is to regain skills and receive <br /> support to return to independent living. <br /> ■ Patients can come and go as they please from the facility, but they typically stay on site because of <br /> a lack of public transportation services. <br /> Mary Jo Cobb, Sherburne County Director of Health and Human Services spoke in support of the <br /> project. She described the need for this type of facility in Elk River and noted that patients in need of this <br /> type of care sometimes have to travel long distances for a facility to help them get well. <br /> Public Comments <br /> One resident spoke during the public hearing. She is concerned about safety in her neighborhood as a <br /> result of this facility. She stated that her children regularly bike past the facility and is concerned about <br /> their safety. She is opposed to the proposed facility in her neighborhood. <br /> Staff has also received two phone calls from residents with concerns about safety in the neighborhood if <br /> this facility is approved. <br /> Recommendation <br /> The Commission unanimously recommended approval of the Conditional Use Permit to operate an <br /> Institutional Use at 633 Upland Ave. <br /> Financial Impact <br /> None <br /> Attachments <br /> ■ Planning Commission Packet dated November 27, 2018 <br /> N:\Public Bodies\Agenda Packets\12-17-2018\Final\7.4 sr ResCare CC Memo 12-17-2018.docx <br />
