There are two parcels to the east,with existing homes, 20+ acres in size. The zoning of these <br /> properties allows for 2 '/Z acre parcels. As most of these two parcels are encumbered by wetlands, <br /> they most likely could not be subdivided and developed. The use will not impede the normal and <br /> orderly development and improvement of surrounding vacant property. <br /> Staff does not see a need to impose specific conditions to satisfy this standard. <br /> 4. WIN be served adequately by and will not adversely affect essential public facilities and services including streets, <br /> police and fire protection, drainage, refuse disposal, nater and senvr systems,parks and schools;and mill not, in <br /> particular, create traffic congestion or interference n4th traffic on adjacent and neighboring public thoroughfares. <br /> Sherburne County reviewed this application and had no comments regarding the traffic impacts <br /> on the County Road. The use will be served adequately by and will not adversely affect essential <br /> public facilities and services including streets,police and fire protection,drainage,refuse disposal, <br /> water and sewer systems,parks and schools; and will not,in particular, create traffic congestion or <br /> interference with traffic on adjacent and neighboring public thoroughfares. <br /> Staff does not see a need to impose specific conditions to satisfy this standard. <br /> 5. WIN not involve uses, activities,processes, materials, equipment and conditions of operation that mill be detrimental <br /> to any persons or propery because of excessive traffic, noise, smoke,fumes,glare, odors, dust or vibrations. <br /> The concerns with the proposal are screening, equipment noise, and the number of employees. <br /> Staff recommends the following conditions: <br /> ■ Employee parking shall be either on the north or west side of the pole building. <br /> ■ Coniferous trees shall be planted in a manner to screen the parking area on the east side of <br /> the pole building and the outdoor storage area from the neighbors to the south. If this <br /> requires more than five trees,this should be recommended. <br /> ■ The hours of operation shall be limited to 7:00 a.m. to 5:30 p.m. <br /> ■ With the exception of picking up materials, no more than 6 employees shall be on site. <br /> ■ The outdoor storage area shall be screened with six foot tall, 100% opaque fencing. <br /> 6. lYlill not result in the destruction, loss or damage of a natural, scenic or historic feature of major importance. <br /> The construction of the pole building will not result in the destruction,loss or damage of a natural, <br /> scenic or historic feature of major importance. The location of the pole building meets all setback <br /> requirements from wetlands. The building permit for this structure has been approved. <br /> Staff does not see a need to impose specific conditions to satisfy this standard. <br /> 7.
