CARGILL ANIMAL NUTRITION CENTER 10383 165th Avenue NW PO Box 301 Elk River, MN 55330-0301 November 30, 1995 Mr. Mayor and City Council Members John Dietz, Cecilia Scheel, Larry Farber and Roger Holmgren: Dear Mr. Mayor and City Council Members: Cargill Management would like to communicate a clear understanding of Cargill's commitment to their Elk River facility and Cargill's position in regard to the urban renewal water/sewer expansion project. We would appreciate an opportunity to answer any questions you may have regarding our facility and at the same time achieve a better understanding of your thoughts on this projected urban renewal project. Am providing a written copy of the comments presented by Dave Cieslak at the November 27, 1995, public hearing. Please note the last paragraph of this enclosure. It corrects an inaccurate statement made by the mayor regarding the amount of Cargill property affected by the proposed Urban Service District. For easy visualization I have also enclosed a copy of the Urban Service Area Proposed Revisions map, figure 3-D, on which I have outlined Cargill's property. As you will see, of our total 980 acres almost all is included in the Urban Service District as proposed by the Planning Committee. I will phone you at your home early the week of December 4th to confirm a time, either by phone or in person, that Cargill Management can meet or talk with you to answer questions you may have previous to the December 11, 1995, City Council Meeting. You may or may not have additional questions for us, but we want to assure that no questions go unanswered.
