Do You Need City SEWER AND WATER ??? <br />The City of Elk River will soon make the FINAL DECISION to include YOU in the ultimate East Elk River Sewer and Water <br />District. The cost would be quite high because of the need to auger the pipes under Highway 169 and the need for a server lift station and <br />to air because much of the area is at a lower elevation than the treatment plant. Only 7 businesses have requested sewer and water. <br />The City Code now states that residential buildings shall be REQUIRED to connect to the water utility and public sewer within two <br />(2) years from the date that service becomes available to the property. <br />Unused septic tanks, cesspools shall be backfilled or made; safe and UNUSABLE in a manner acceptable to the City. <br />All costs and expenses incident to the installation and connection of the building to sewer and water lines shall be borne wholly by <br />the property owner. The property owner shall thereafter be liable for all maintenance and repairs to his service lines between the street <br />connection and the building. <br />Providing sewer and water to a property is considered to be an improvement. At any time after an expense is incurred in making <br />an improvement, the City may determine the benefit to each property in the Urban Service District. Long BEFORE scr ice reaches you, an <br />ASSESSMENT AGAINST YOUR PROPERTY may be made for its share of the Waste water Treatment Plant expansion ($4.9 million), <br />and the added cost of larger pipe in the trunk system to serve you. The timetable for the project shows assessments are pending summer <br />1996. <br />Final costs arc not yet known, but, IN ADDITION TO THOSE ABOVE, estimates are: <br />$5,700 an acre, <br />plus $25 per frontage fool for Lateral Sanitary Sewer (1992 costs), <br />plus $21 /FF for Lateral Watermain (1992), <br />plus $10 /FF for Lateral Storm Sewer (1992), <br />plus $22 /FF for Residential Street reconstruction, assuming partial offset by City cost participation (1992). <br />FOR EXAMPLE: a 2 1/2 acre lot with 165 frontage feet would pay $12,870 for Sanitaq Sewer, Watermain, Storm Scorer and <br />Street plus $14,250 for the acreage' charge this amounts to: $27,120'plus interest. <br />Pl •outhly user charges and rates. Again, ACTUAL COSTS WILL PROBABLY BE HIGHER. <br />According to Mr. Tom Linhoff at the Mn. Fire Marshall's office, the State Fire Code DOES NOT specifically require municipal <br />water for auv business or school. There arc other options.,a/ei.�u <br />Mr. Scott Futrell at Futrell Fire Consult & Design Inc. says muclof f his firms work its with companies in locations WITHOUT <br />municipal water. <br />Mr. Jerry Lee at JRL Marketing Inc., an expert in fire protection, equipment and supplies, says it is ver; common for business to <br />choose locations WITHOUT municipal water. <br />Municipal water IS NOT required in any of the nine states served by JLR Marketing Inc.. <br />There are many options such as an widerground tank and pump system, which won't increase cost much on new constnhction. <br />Foam enhances water by 10-20 times, thus reducing the water tank volume requirement by 10-20 times..A foam -water syslcm is yen cost <br />efficient. hh some cases a municipal water supply may not be sufficient to provide adequa(c fire proleclion.You can buildjusl about <br />anywhere. There is no good reason to require municipal water exclusively. <br />Boundaries of the PROPOSED Urban Service District arc approximately: Tyler St. on the West, 193rd Ave. on the North, <br />then the City Limits on the East down to 181s1 Ave, then West to Fillntore St., then South to 165tIt Awe., then West to Monroe. <br />then South to the Mississippi River, tun West to Highway 169., EXCEPT EXCLUDING: the Mississippi Heights and tie Sunset <br />Ridge neighborhoods. <br />Most businesses, land owners and home owners DO NOT need or want Sewer -Water and would be harmed by the unusually high <br />costs. The resulting zoning changes to allow 2-3 homes per acre would compound the burden on City services and schools causing still <br />higher luxes while lowering our quality of life. This may be your best chance to make your thoughts count. If you agree, call your <br />neighbors, talk to them. and call your City Council member and the Mayor.
