<br />o <br /> <br />~ <br /> <br />o <br /> <br />The regular semi-monthly meeting of the Village Council of. the Village of Elk <br />River, }annesota, was called to order by-Mayor Bartelt on Nov. 17, 1969, in the <br />Council Room of the J.1uuicipal Building at 7:30 pm, all members were present as <br />follows: Mayer Bartelt, Councilrp.en Hudson, Syring, MaRae and Konop. <br /> <br />'lbeminutes of the Nov. 3, 1969 meeting were read.. No additions or corrections. <br /> <br />Moved by Councilm~~ Hudson and seconded by Councilman McRae, to purchase a <br />SO,OOO BTU output gas hanging heater from Elk River Hardware for placement in <br />the fire station, cost $339.CO installed. MOtion unaminously carried. <br /> <br />_ At 7:45' pm the <br />William }'lills, <br />were present, <br />clo sed. <br /> <br />Assessment Hearing for the 1969 Village Improvements convened, <br />Village Engineer and Roz Johnson from the Johnson Investment Co., <br />No objections were voiced and Mayor Bartelt declared the hearing <br /> <br />( , <br /> <br />Moved by Councilman Hudson and seconded by Councilman Syring, to accept the <br />1969 Assessmsnt Roll as' calculated b;r the Village Engineer and to certify them <br />to the County Auditor for collection through the Lnnual taxes over a 10 year term, <br />the interest on the unpaid'balance to be 7% to start acruing Nov. 17, 1969. <br />Motion unaminously carried. <br /> <br />Willia>n Mills presented his preliminery engineering report for sanitary sewer <br />and watermain extensions to the proposed industrial park. Report was reviewed. <br /> <br />A meeting with the Elk River 'Ibwn Board convened, Earl Schulke and Everett <br />Specht in attendance. Schulke reported that the town is not authorized to <br />purchase land for park purposes. Duscussion follo;.red on the present dump a.'1d <br />future planning for additional dump land. Agreeable to work out a contract w:Lth <br />the Town Board for joint use of ~the present dump and for purchase of a future <br />dump site. The contract to be prepared by the Village Attorney will provide <br />for use of the dump by residents of the township on the same basis as it is used <br />by the residents of the village. New rates agreed upon were $5.00 per year for <br />Village and Township residents and $15.00 per ~rear for businesses. Non residents <br />to continue to pay by the load or they may purchase a $15.00 card. <br /> <br />JOh.l1 MacGibbon "reported that the County is in the process of ~building a County <br />Office Building on the Babcock site ad.,;acent to the Courthouse, and the question <br />was asked how much would the village expend towards providing water and sanitary <br />seV.rer to service this building. <br /> <br />After discussion, moved by Councilman Syring and seconded by Councilman McRae, <br />that the village assume 50% of the cost of providing sanitary sevler and watermain <br />extensions to service the new County Office Building. Motion unaminously carried. <br /> <br />~ Discussion with Ron DeRosier a.Yld Harvey Richner regarding the lq,tter serving as <br />a part-time police ~ffi~er. <br /> <br />Moved by Councilman Syring and seconded I?Y Councilman Hudson, to hire Harvey <br />Richner as a part time village police o~ricer, subject to Earl Hohlens approval, <br />to work up to 20 hours per week, with the village to furnish a cap and jacket <br />and salary to be $2.50 per hour with a increase to $3.00 per hour after six months" <br />if his work is satisfactory. :tt...otion una.'D.inously carried. <br /> <br />Building peTIl'.its fer To:n Duggan, Irene Madson, Kenneth Nelson, Curtis Briggs and <br />Elk River' Concrete Products, were approved. <br /> <br />Moved by Councilrns.n McRae and seconded by Councilman' Hudson, to grant a special <br />use permit," with the attached restrictions as recommende~ by the Elk River Planning <br /> <br />Commission,' to Gene Kreuser, for the construction of a 12 unit apartment building <br />
