Two withdrew prior to <br /> interviews due to receiving other positions. Two panels interviewed four candidates. One panel was <br /> comprised of fire department personnel and the other was city department directors. Based on <br /> discussion following those interviews two candidates underwent background investigations and leadership <br /> assessments. These two candidates were interviewed by the City Council on Monday, November 5, 2018, <br /> and the City Council selected Mark Dickinson for the position. <br /> Chief Dickinson has been working for the City of St. Paul Fire Department since 2000. He started as a <br /> Firefighter/Paramedic and consistently rose through the ranks. His current position is District Fire Chief <br /> and he has held this position since July 2017. Going back to 1995,he has worked in a variety of positions <br /> in the emergency response field. Chief Dickinson holds an Associate's Degree in Fire Science and a <br /> Bachelor's Degree in Emergency Management/Homeland Security. <br /> Chief Dickinson will begin as the Fire Chief for Elk River on November 26, 2018. He will be paid at step <br /> B of pay grade 2E. He will be given 24 hours of vacation in his bank and begin accruing vacation at the <br /> rate of three weeks per year.
