<br /> <br />I",~ <br />o~..,~ 11 <br />lON <br /> <br />MEMORANDUM <br /> <br />TO: Mayor and City Council <br />FROM: Terry Maurer, CityEngineer~ <br />DATE: May 16, 2005 <br /> <br />SUBJECT: K & L Additions <br /> <br />Councilmember Dietz asked me to put together a brief history of the K & L Additions. He <br />indicated that he wanted to see this as an informational item in response to the testimony <br />given by Mr. Les Lundquist and Mr. Floyd Kruse at the April 25, 2005 Board of Appeal and <br />Equalization meeting. <br /> <br />Attached to this memo are copies of K & L Addition and K & L Second Addition. K & L <br />Addition was approved by the GtyCouncil August 17,2000. It included four lots in Block <br />1, starting from 173rd Avenue heading north along the railroad tracks. It also included the <br />Back to the Fifties Restaurant, Deano's Collision Center, and Dehn's All Season. These <br />were include because they were unplatted and would have required platting for any <br />redevelopment, expansion, or connection to utilities. I believe that at the time of the plat, <br />Deano's Collision Center was planning an expansion and was waiting for the final plat <br />approval in order to proceed. <br /> <br />I assume the 5.5 acres that Mr. Lundquist and Mr. Kruse testified about at the Board of <br />Appeals and Equalization hearing is Outlot A of the 1 sl Addition. I am not sure about the <br />testimony stating they do not have access to this land since as you can see, Vance Street <br />provides access to the parcel from the south. It should be noted however, that an outlot <br />cannot be built upon without replatting it. <br /> <br />The second final plat that is attached is K & L Second Addition. This is the replatting of <br />Outlots A through E of the 1"1 Addition into Lots 1,2 and 3, and Outlots A, B, C and D. <br />Outlot D is essentially the same 5.5 acre parcel referred to as Outlot A in the 1"1 Addition. <br />Outlot C is anticipated to be the extension of Vance Street to eventually meet the Trunk <br />Highway 10 frontage road. However, a piece of right of way to complete this extension will <br />need to be obtained from the Atlas Pet Foods parcel immediately to the south of Outlot C. <br /> <br />Finally, it should be noted that the improvements of sanitary sewer, water, storm drainage, <br />and street construction in the 1 SI Addition have never been fully completed.
