<br />XI. Land Use <br /> <br />There was little land use activity since the March report except for the Anoka <br />station area. Here is a summary of events leading to recent activity. <br /> <br />Anoka Station <br /> <br />. The City of Anoka completed the Commuter Rail Transit Village Plan in <br />March of 2004. <br />. The City purchased 19 acres of State land on the north end of the Commuter <br />Rail Transit Village (CRTV) on November 29, 2004. <br />. The City updated the CR TV Master Plan in December of 2004 based upon <br />the purchase of State land. <br />. The City is currently updating and refining the CR TV Master Plan site plan. <br />. The City is currently researching and preparing zoning ordinance standards <br />and design guidelines for the CR TV area. <br />. The City is now negotiating purchase or control of development of 54 acres <br />of State land currently for sale ~ mile north of station site. <br />. The City cooperated with Anoka County in their recent purchase of property <br />at 2701 4th Avenue, which is adjacent to, and potentially a part of, the <br />commuter rail station site. The property will also facilitate realignment of <br />Pierce Street at 4th Avenue. <br />. The City is in the process of modifying the City Council Tax Increment <br />Financing District to include the CRTV area, which establishes another <br />funding source for property acquisition. This modification will be <br />completed by May 16, 2005. <br />. The City has commenced discussions for possible purchase of several <br />properties in the CRTV including a non-conforming residence and two bulk <br />oil plants. <br />. The City has held several meetings with the owner of Lakeland Tool Inc. to <br />explore options for downsizing or relocation of this manufacturing facility <br />as part of the CR TV development plan. <br />. The City has established an understanding with Hoffman Enclosures Inc. <br />regarding their property on 6th Avenue in the CR TV whereby the company <br />agrees to hold their property for a reasonable period oftime and then make <br />it available for private redevelopment subject to the CRTV Master Plan. <br />. The City is working with the Anoka County Rail Authority in its research <br />regarding purchase ofthe commuter rail station site. <br />. The City is moving the pole yard that currently occupies the southerly <br />portion of the station site to another location in anticipation of station <br />development. <br />.
