Project Finances State Funding Governor Tim Pawlenty made the Northstar Commuter Rail Project one of his top capital investment (bonding2 priorities for the 2005 legislative session. That priority became real on April 6t when the Legislature passed a major budget bill to finance state construction projects. The Governor signed the bonding bill April 11 th at the Coon Rapids-Riverdale park-and-ride lot, future site of one of the stations on the Northstar line. This state commitment, combined with the over $40 million already committed by the Northstar Corridor Development Authority (NCDA) Capital Partners totals well over half the non-federal funds needed for the project to advance to final design.
