<br /> <br />Item 1.1. <br /> <br />MEMOR NDUM <br /> <br />TO: <br /> <br />Mayor and City Council <br /> <br />! <br />Stephen Rohlf, Building anld Environmental Administrator <br />i <br />May 16, 2005 i <br /> <br />Consider Proposals for PU~IiC Archaeological Excavation <br />! <br />i <br />Background I <br />A thorough archaeological excavation of a histqric site and a prehistoric site in Elk River was <br />proposed for this summer. The two sites were }dentified during previous recent <br />archaeological work the city had conducted. Td enhance the public's awareness of the city's <br />history a.nd its cultural resources, the historic si~e was to be excavated using volunteers from <br />~p~k i <br />i <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />The city requested a $14,800 grant from the State Historic Preservation Office (SHPO) to <br />conduct the excavations. The match to this grant money was $5,000 from the city and in- <br />kind services by city staff and volunteers. <br /> <br />The Bad News <br />Regrettably, permission from the owner of the property that contains the two sites selected <br />for the digs has been rescinded. In addition, the amount awarded through the SHPO grant <br />was reduced to $10,000. <br /> <br />The Good News <br />City staff was able to secure permission to conduct a dig on an alternative site adjacent to <br />West Twin Lakes that is owned by Allan Hoebelheinrich. The city's archaeological model <br />rated this area high for the potential to contain an archaeological site. This area was tested <br />last summer and archaeological artifacts (prehistoric) were found. <br /> <br />Staff is proposing that the scope of the project this summer be reduced to this one site, <br />excavated with public participation. The excavation will take place on July 8 through 10 and <br />July 15 through 17. The reduced scope of the project also better fits the new budget due to <br />the decrease in the SHPO grant. <br /> <br />Request for Proposals (RFP) <br />Attached to this memo is the RFP the city sent out regarding the proposed archaeological <br />excavations.
