TI1e problem usually arises in atternptin,1 to <br />be fair with those who have not asked for the service but must <br />still be assessed the same as the petitioners. The only <br />solution is to make the improvement in the best interests of the <br />Village and the majority of the residents concerned with the <br />project:. <br /> <br />GENERAL <br /> <br />T~e need for additional water by the new hidh school and the <br />overall need for an 8" t~~ater main along School St. to i':nprove <br />the Village system combine to make &, extension in the area <br />highly feasible. The recommended route is approximatelt 180' <br />south of School St. to the west edge of the Lutheran Churc~ <br />property and then along School St. The ~ain c&, thus serve <br />some additional propert} to the south. The sal1itar'j set\Ter <br />~,:ould be laid 10' from the r~.1Clter main but 1;.:ould extend only <br />to the east line of the first lot at this time. <br /> <br />The project for the Guardian Angels apartments and Morton Ave. <br />south of Hanor Pl. presents no problem. T:lis is apparently the <br />first time a subdivider has requested the Village of Elk River <br />to install all utilities incluaing sanitary sewers, water maips <br />storm sewer~ grading, gravelings curb, gutter 2~d paving; all . <br />to be assessed against the property. This is the most satisfactory <br />method to expand publi.c services and should be encouraged in the <br />future. <br /> <br />The street improvement s along Morton Ave.. Norfollt Ave. and ~'1anor <br />pl. have been discussed for many years. As in the past the Village <br />~vill maintain t~e streets from the general fund. In this case the <br />maintenance is rather extensive since the existinJ surface must <br />be completely removed. The curb aud Jutter will be assessed to <br />the property owners as has been the Village policy in the past. <br /> <br />FINANCING <br /> <br />FollOVJing are the estimated costs and assessments for the vartous <br />projects. It will be obvious that corresponding assessments vary <br />considerably because of changing construction conditions.
