Wetlands <br /> Wetlands and stormwater ponds are protected through various state and city regulations. Grading, <br /> structures or changes to native vegetation will not be permitted within 45 feet of delineated wetlands. <br /> Hunting <br /> With approval of the proposed plat,the area restricting hunting will increased, affecting property some <br /> additional property owners within 500 feet of the plat. Section 50-117 (b) (3) states: '6Ylitbin 500 feet of any <br /> building structure,platted area,publicpark,public trail, orpubliclprivate school"the discharge or use of a <br /> dangerous weapon shall be prohibited.The attached exhibit (2018 Hunting Map Exhibit) shows that <br /> most of the surrounding properties are already included in the restricted hunting areas. <br /> Sherburne County <br /> Questions regarding changes to property taxes must be addressed with Sherburne County. The county <br /> requires a right-turn lane along County Road 121 which must be installed at the developer's expense. <br /> ERMU <br /> Street lights will be located at each cul-de-sac and intersection with the county road. Staff spoke with both <br /> the building official and the water superintendent regarding potential impacts on the aquifer. The wells <br /> anticipated for these types of residential uses draw from surface water rather than the deeper aquifer. <br /> Farming <br /> Several resident expressed concern with new resident's moving into the area and complaining about the <br /> smells,noises, and equipment associated with the existing full-time farmers in the area. <br /> Housing and Timing <br /> The applicant indicated home values will range between $450,000 and $500,000 and hopes to break <br /> ground on the infrastructure in the fall of 2018 with home construction beginning in the spring of 2019. <br /> Streets <br /> The Planning Commission recommend Street A Qohnson Street) be extended to the east property line to <br /> provide a future connection for development in the east. The applicant submitted updated drawings <br /> showing right-of-way extending to the eastern limits of the property. Final construction plans will be <br /> updated to reflect a Council-approved plat. They did not want to proceed with final drawings until they <br /> received direction/approval from the Council on their desire for a future connection. If the council <br /> requires the connection to the east,a cul-de-sac will need to be constructed at the end of Street A. <br /> Staff has not received any comments since the Planning Commission meeting.
