<br />Case No. CD 05-08 <br />May 2, 2005 <br /> <br />Page 2 <br /> <br />Overview <br /> <br />ISD 728 is proposing to construct an elementary school at the southwest comer of <br />Cleveland Street and Twin Lakes Road, in the River Park development. The site is 21 acres <br />in size and was previously used as cropland. It is bounded by Twin Lakes Road on the north, <br />Cleveland Street on the east, 1915t Avenue on the south and Hoover Street on the west. The <br />city has a 2.6 acre lot adjacent to this site that will be utilized for a fire station/well house. <br />The site includes two multi-use fields and a softball field. <br /> <br />Analysis <br /> <br />Site Layout <br /> <br />The school is located on the north half of the site. There is a main entrance in the front of <br />the building and a secondary entrance on the east side. The bus loading area is located in <br />front of the school and a circular drop off area is located on the east side. Athletic fields are <br />located in front of the school. A system of trails and sidewalks connects the school, athletic <br />fields and the streets. <br /> <br />Parking and Access <br /> <br />The site plan includes 3 parking lots and a bus loading area that could also be utilized for <br />event parking. There is a 28 space parking lot on the east side that will be designated for <br />visitor parking. A circular drop-off area is adjacent to the east entrance of the building. There <br />is a 66 space parking lot on the west side of the building that will be for staff and could be <br />used by people utilizing softball field. A 37 space parking lot is located in the southeast <br />comer of the site, adjacent to the multi-use fields and across from the fire station. There is <br />sufficient parking on site to meet the parking requirements <br /> <br />The main access into the site is from 191 5t Avenue; it will be shared with the fire station/well <br />house. This driveway will service the bus drop off and load area, the visitor parking lot, the <br />circular drop-off drive on the east side of the building and the parking lot adjacent to the <br />multi-use fields. Most of the visitor traffic, all of the bus traffic and all of the drop off traffic <br />will use this main entrance and should not impact the side streets. <br /> <br />There are two driveways on the west side of the site, off of Hoover Street. One driveway <br />provides access to the staff parking lot and the second provides access to the school's <br />loading dock and the staff parking lot. A 20 foot fire lane is provided around the building. <br />The site plan will be revised so that the fire lane will not connect with the drop off area on <br />the east side, but will extend around the side of the building and connect with the bus <br />loading area.
