<br /> <br />I tern 5. 1. <br /> <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />April 22, 2005 <br />File #: 824180J-0060 <br /> <br />The Honorable Mayor and City Council <br />City of Elk River <br />13065 Orono Parkway <br />Elk River, :rvtN 55330 <br /> <br />RE: 2005 STREET RECONSTRUCTION PROJECT <br />AWARD OF BIDS <br /> <br />Dear Council Members: <br /> <br />At the close of the assessment hearing on April 18, 2005 the City Council tabled action on <br />the award of the bid for the street reconstruction portion of the project to the May 2nd City <br />Council meeting. The two issues that the City Council were still debating were the location <br />of sidewalks throughout the project and the proposed closing of Seymour, Rush and Quinn <br />Avenues at Trunk Highway 10. For the Council's information, I have enclosed the two <br />PowerPoint exhibits shown at the assessment hearing that detailed the locations throughout <br />the project where sidewalks are currently proposed. As I indicated at the assessment <br />hearing, the design criteria that was used for placing sidewalk was if there was not mature <br />vegetation that needed to be removed and/or topographic prohibitions, a sidewalk was <br />included. At the assessment hearing, the City Council received two petitions against <br />sidewalks on the north side of 5th Street between Proctor Avenue and the west end. If it <br />would help the City Council's deliberation on this issue, I have reviewed with Phil Hals, <br />Street Superintendent, and the actual site and determined that the proposed sidewalk could <br />be located immediately behind the curb, eliminating any grass boulevard and moving the <br />sidewalk as far away from the homes on the north side of 5th Street as possible. <br /> <br />On the second issue of the proposed closing of Seymour, Rush and Quinn Avenues at <br />Trunk Highway 10, the City Council has heard consistently from Mr. Ken Mi11slagle, 417 5th <br />Street, that he is opposed to the closing of Rush and Quinn Avenues. When we performed <br />our walk-thru of the neighborhood we discussed the closing with several of the neighbors <br />along 5th Street. Generally, there was no opposition and in fact, a few of the neighbors in <br />close proximity to the proposed closings indicated they were in favor of closing the access <br />points at Trunk Highway 10.
