The coating Dry Film Thickness (DFT) on the exterior varies from 5.5 to 28.3 mils with
an average of 18.5 mils DFT.
3.9 Site and 3.9.1
Environmental No recommendations are made.
Considerations
In conformance with Minnesota State Rules Chapter 7025 and Federal USEPA Rules
for air quality and control of dust and fugitive emissions, a risk factor analysis has
been performed to determine the class of pollution control required for the tower
during reconditioning. The risk factor is a calculation of potential risk for the structure
and the values in the table of Subpart 3 (of the standard) are the standards of the risk
factor for the surrounding properties. The class of pollution control required for
compliance with the rules is Class H,which requires full containment.
3.10 Antenna 3.10.1
Considerations There is two (2) City owned whip antennas located on the tower, and twelve (12)
cellular antennas. See photos 51, 52, 53 and 54.
During the next scheduled reconditioning the Telecommunication Companies will
have to relocate their antennas and equipment to temporary facilities. After
reconditioning the should relocate their equipment back in the tower and onto the
new roof hand-railing. The cost of this shall be their responsibility and not charged
back to the City.
10
137
