City Council Minutes <br />August G, 2018 <br />Page 2 <br />4.5 Resolution 18-49 for state appropriations for the dredging of Lake <br />Orono. <br />4.6 Adoption of the Minnesota State Statute Parking Violation as outlined <br />in the staff report. <br />4.7 Development Agreement for Riverplace Second Addition. <br />4.8 Hite Dawn Regan as secretary/receptionist for the Police Department <br />effective Friday, August 17, 2018. <br />Motion carried 5-0. <br />S. Open Forum <br />No one appeared for Open Forum. <br />4.9. Nuisance Abatement and Special Assessment Agreement for 1772 <br />Tipton Circle <br />Mr. Carlton presented the staff report. <br />Patricia Rasmussen, property owner, stated her son lives at this property and has <br />done his best to clean it up. She noted it has not gone well but progress has been <br />made noting all the vehicles are gone. She added she does not believe it would cost <br />$30,000 to clean up. She asked for an extension promising to have the property <br />cleaned up by the time she leaves for Florida in the fall. <br />Kent Rasmussen, occupant, indicated he had an issue getting items out with the <br />neighbors blocking the driveway but it is clear now. He feels he has made good <br />progress and would like more time. <br />Mayor Dietz questioned when the property was last inspected. Mr. Carlton indicated <br />Code Enforcement Officer Dave Hetrick inspected earlier today. He stated the <br />property owners would be charged the actual cost of abatement not to exceed <br />$30,000. <br />Mayor Dietz indicated the city has been dealing with complaints on this property for <br />a long time and he is hesitant to give the property owners more time. He stated he <br />would not be in favor of extending past the beginning of September. Mr. Hetrick <br />was directed to make periodic inspections and update City Administrator Portner so <br />he can update the Council. <br />Council consensus was to give the Rasmussen's until September 4 to clean up the <br />property and if the property is not satisfactory to come back with new abatement <br />bids. <br />6.
