We went to
market and received 17 applications for the park foreman position and interviewed 6 candidates. Staff
recommends Josh Baas for the position of foreman for the park maintenance division.

Mr. Baas has been working for the city since May of 2011. He started as a seasonal laborer working one
full summer season and then being hired full-time as he was working his second summer season. In June
of 2016, Mr. Baas was appointed as the lead worker for the park maintenance division and has been
serving in that position ever since.

Financial Impact
With this promotion, Mr. Baas will start at step C of pay grade 6E. Currently, insurance benefits are the
same for Local 49 employees and non-union employees so, although Mr. Baas is moving from a union to
a non-union position, benefits will remain the same.

As an exempt employee, Mr. Baas will no longer be eligible for overtime nor will he be able to accrue
compensatory time. He will use any comp time he currently has on the books by the end of 2018.

Attachments
 None

The Elk River Vision
A welcoming community with revolutionary and spirited resourcefulness, exceptional
service, and community engagement that encourages and inspires prosperity
