<br /> <br />Request for Action <br /> <br /> <br />To Item Number <br />Mayor and City Council 8.3A <br />Agenda Section Meeting Date Prepared by <br />General Business September 4, 2018 Lauren Wipper, HR Manager <br />Item Description Reviewed by <br />Hire Foreman – Street Division Justin Femrite, Public Works Director/Chief <br />Engineer <br />Tim Sevcik, Street and Park Superintendent <br />Reviewed by <br />Cal Portner, City Administrator <br /> <br />Action Requested <br />Approve, by motion, the promotion of Chris Teff to the position of foreman for the street maintenance <br />division effective September 5, 2018. <br /> <br />Background/Discussion <br />The recent reorganization of the community operations and development and fire departments into fire, <br />community development, and public works departments created two new foremen positions. We went to <br />market and received 13 applications for the street foreman position and interviewed 7 candidates. Staff <br />recommends Chris Teff for the position of foreman for the street maintenance division. <br /> <br />Mr. Teff has been working for the city since September of 2011. He was hired as a full-time laborer and <br />became a maintenance operator when the laborer position was upgraded to maintenance II in the 2014 <br />budget. In March of 2014, Mr. Teff was appointed to the lead street maintenance operator position and <br />has been serving in that position ever since. <br /> <br />Financial Impact <br />With this promotion, Mr. Teff will start at step C of pay grade 6E. Currently, insurance benefits are the <br />same for Local 49 employees and non-union employees so, although Mr. Teff is moving from a union to <br />a non-union position, benefits will remain the same. <br /> <br />As an exempt employee, Mr. Teff will no longer be eligible for overtime nor will he be able to accrue <br />compensatory time.
