<br />Request for Action <br /> <br /> <br />To Item Number <br />Mayor and City Council 4.5 <br />Agenda Section Meeting Date Prepared by <br />Consent August 20, 2018 Justin Femrite, P.E., Public Works Director <br />Item Description Reviewed by <br />6 ½ Street and Quinn Avenue Grading/Stormwater Cal Portner, City Administrator <br />Quote <br />Reviewed by <br /> <br /> <br />Action Requested <br />Accept, by motion, the quote received for work on the 6 ½ Street and Quinn Avenue improvements by <br />New Look Contracting, in the amount of $165,485 for site grading and storm sewer construction. <br /> <br />Background/Discussion <br />In 2017, a Tax Increment Financing (TIF) district was approved for the area between Quinn and Proctor <br />Aves south of the railroad tracks. As part of this TIF district, additional street and stormwater <br />improvements were approved as part of the redevelopment with 6 ½ Street to be constructed with a <br />connection to Proctor Ave (opposite the Beaudry Gas Station and office) and connect to Quinn Ave. <br />Quinn will be reconstructed in this area at and north of the 6 ½ Street intersection. As part of the project, <br />staff incorporated stormwater treatment for the new streets, Beaudry Truck Stop, and some capacity to <br />handle future development. Construction is anticipated to start in early September of this year and be <br />completed by the end of October. <br /> <br />The site grading and storm sewer construction quote package was sent out to four contractors and only <br />one was returned. The site and storm sewer work requires lead time in order to have the materials <br />delivered in time for the project. Staff is reviewing the street and concrete quote packages and will bring <br />them back at a future meeting. <br /> <br />Financial Impact <br />Tax Increment Financing (Redevelopment) District No. 24 will reimburse the public improvement costs <br />as tax increment revenue is received. <br /> <br />Attachments <br /> New Look Contracting Quote <br /> <br />The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional <br />service, and community engagement that encourages and inspires prosperity <br />
