Ms. Wingard was a key organizer for <br /> ElkRiverFest and the Farmer's Market. Increasing her hours provides more time to solicit event <br /> participants, additional sponsorship revenue and keeps her compliant with the Affordable Care Act with <br /> regard to average work hours per week and healthcare benefits. <br /> As the City Council was agreeable to the recommendation, the change is retroactive to the date of the <br /> date of the request. <br /> Increasing Ms. Wingard's hours to 32 per week also makes her eligible for prorated insurance benefits <br /> which will become effective August 1, 2018. <br /> Financial Impact <br /> Additional hours and benefits for the rest of 2018 increase costs by approximately$8,200.
