Page 2 <br /> Regular meeting of the Elk River Municipal Utilities Commission <br /> November 10, 1998 <br /> 5.2 Discuss Electric and Water Rates <br /> Bryan Adams advised the Commission that no increase in rates was assumed <br /> in the preparation of the 1999 Elk River Municipal Utilities Budget. Discussion <br /> followed regarding the possibility of a rate decrease. It was the concensus of the <br /> Commission to presently keep the rates as they are, given the uncertainty of the <br /> future. Deregulation and the Eastern Area Development were the topics <br /> considered during the discussion. George Zabee stresses caution, with a wait <br /> and see attitude. <br /> 5.3 Electric Deregulation information from October 13, 1998 meeting <br /> The carry over discussion of Deregulation continues, with emphasis on <br /> the discovery of under-lying problems. It is agreed that the topic is important <br /> and the importance of close scrutiny is imperative. <br /> 5.4 Proposed Gas Turbine Project <br /> Discussion of the Joint Meeting with City Council, on Monday,November 9, <br /> 1998 regarding the Gas Turbine Project continued. Availability of turbines is <br /> an issue to be monitored. John Dietz suggests that the City Street Superintendent <br /> be included in the study of noise. Staff responded positively to the suggestion. <br /> 5.5 Up-date progress on Well#6 Facility <br /> Staff advised Commission that drilling has been slow and the project will not be <br /> ready for further construction of the Treatment Plant on December 1, 1998 as <br /> originally planned. <br /> Other Business <br /> Commission requested Staff to report at a future meeting on policies regarding <br /> NSF checks received,particularly in regard to payments due on the 15th of the month. <br />
