<br />Resolution Creating Management Committee <br />for the Village of Elk River <br /> <br />! <br /> <br />There is hereby established the committees herein-after enumerated for the Village <br />of Elk River. The committees shall be composed of three members of the council <br />each to hold office for a term of one year, provided that at least one member shall <br />carry over to the following year. The members shall be appointed by the Mayor at <br />the first council meeting of each year. <br /> <br />The committees shall have the. powers and duties as;hereafter specifically <br />enumerated and shall also have the following general power and duties. <br /> <br />1. Each Committee shall meet at least once a month and shall make a monthly <br />report of its activities to the council at the first council meeting of each <br />month. <br /> <br />2. Each Committee shall regulate its internal procedures anddetermine its o\.m <br />by-laws not in-consistent herewith b1rt shell follow Roberts Rules of Order <br />as nearly as possible. <br /> <br />3. Each Committee shall continually reassess its viability and shall, as it <br />deems necessary, recommend to the council on the restructure or the redefinition <br />of its duties. <br /> <br />4. Each Oommittee shall establish communication and report with such Village <br />departments, boards, committees and agencies and with such county department, <br />board, committees, and agencies as shall assist the committee to effectuate its <br />purpose. <br /> <br />/ <br /> <br />5. Each Committee shall, in making recommended courses of~action for the council <br />to follow, consider and investigate the possibility of joint efforts or operations <br />with other governmental bodies. <br /> <br />6. Each Committee shall keep a record of its investigation indicating the matter <br />studied, the facts determined and the conclusions drawn. Said record shall be <br />legible (preferably typed) and indexed as to subject matter. <br /> <br />The Committees established shall be: <br /> <br />A. Finance Committee which shall be charged with: <br /> <br />1. Continually studing and adviseing the council on all matters concerning <br />Village income and expenditures. <br /> <br />2. Make such investigations and studies concerning Village financial matters <br />as shall be required by the council. <br /> <br />3. Prepare and present a proposed annual budget for the village to' the <br />council by Sept. 1st of each year. In preparing the budget the committee shall <br />consider the salary, administrative, supply, equipment, capital, and other needs <br />of each department, board, and agency of the Village. <br /> <br />j <br /> <br />4. Investigate andd3termine the efficiency of operation of the various departments, <br />boards, and agencies of the vill~ge and report on both large and short range <br />methods of improving efficiency. <br />
