George Zabee <br /> seconded the motion. Motion passed 3-0. <br /> 5.2 Well #6 and Freeport Water Tower Painting Up-date <br /> A verbal presentation regarding progress of Well#6 was given by Robert <br /> McCartney. He reported that the well has been completed and video-taped. <br /> Bryan Adams advised the Commission about the construction schedule for <br /> the Freeport Water Tower project. Tower rigging and structural repairs will <br /> begin the week starting March 15, 1999 in advance of the painting schedule. <br /> 5.3 Review WAC Fees for Sherburne County Jail Project <br /> Sherburne County requested a reduction in WAC fees (water availability <br /> charges)regarding the county jail construction project, previously discussed <br /> at the September 15, 1998 regular meeting of the Elk River Municipal Utilities. <br /> James Tralle moved to reduce the WAC to .8 units per 2.5 beds for the jail <br /> complex. George Zabee seconded the motion. Motion carried 3-0. <br /> The December 1998 invoice that was billed will be amended to reflect the <br /> change in fees. <br /> 5.4 Review CBD Visioning Process and Up-date <br /> Bryan Adams up-dated the Commission on the status of the Visioning Process <br /> regarding the downtown area, and how it affects the Elk River Municipal <br /> Utilities. Discussion between staff and commission followed, with no action <br /> necessary. <br /> 5.5 Review and consider Water Rules for Procedure Manual <br /> The proposed water rules for the procedure manual were presented at the <br /> February, 1999 meeting and discussed. No action was taken in anticipation of a <br /> change in the section pertaining to backflow preventers. The section on backflow <br /> preventers now places the responsibility on the Elk River Utilities. Discussion <br /> regarding the program for future commercial and industrial customers was <br />
