Using the Plan <br /> • In the context of a Comprehensive Plan, statements of public policy are most <br /> often used by decision makers, advisory boards and City staff when assessing <br /> development proposals or undertaking a community project. These policies <br /> are intended to advance the interests of the community consistent with the <br /> overall Vision described in Section Two of the Plan. Consistency with the <br /> vision and with the policy established within the Plan would generally indicate <br /> that the project or proposal should receive favorable reviews. Policy also <br /> provides direction to the entity presenting the proposal, and should guide the <br /> actions that go into the development proposal or project. <br /> The following policy statements are both broad and specific. They are organized <br /> according to topics, but in most cases cross boundaries of subject area. They <br /> provide direction, but are also open to a degree of interpretation. <br /> General Land Use Policies <br /> 1. Provide a balanced land use pattern that supports a sustainable mix of <br /> jobs and housing. <br /> 2. Encourage the integration of small scale neighborhood commercial <br /> services within larger development projects in developing areas. <br /> 3. Guide the scale of development to be consistent with surrounding land <br /> uses and general character. <br /> 4. Guide commercial land uses to areas that can utilize an appropriately <br /> designed transportation system without infringing upon residential <br /> neighborhoods. <br /> 5. Allow commercial areas to develop where they can be designed to be <br /> compatible with surrounding land uses. <br /> 6. Maintain and encourage the continuation of well-designed employment <br /> and business opportunities in close proximity to the urban core of the <br /> community. <br /> 7. Direct future commercial development to sites that support and <br /> strengthen the existing downtown area. <br /> 8. Include adequate buffering of commercial and industrial development <br /> when adjacent to non-compatible land uses. <br /> 9. Encourage alternative land use patterns that offer opportunities for <br /> residents to work from their home, while maintaining the integrity of <br /> the Old Town area and other commercial and industrial areas. <br /> 10. Support a land use pattern in the Old Town area that mixes residential <br /> and commercial uses and complements the historic downtown <br /> character. <br /> 11.
