Using the Plan <br /> • objective is to guide future investments to achieve the outcomes desired by the <br /> Comprehensive Plan. <br /> Nonconforming uses are controlled by Chapter 30, Article VI, Division 3 of <br /> the Zoning Ordinance. A review of the overall Zoning Ordinance will provide <br /> the context for an evaluation of the nonconforming provisions of the <br /> Ordinance. This evaluation, in turn, may point to Ordinance changes that <br /> will assist in the reasonable transition of nonconforming land uses. <br /> Subdivision Regulations <br /> While the land use plan has direct implications for zoning, the Comprehensive <br /> Plan does not have comparable effects on the Subdivision Ordinance (Section <br /> 1008). Changes in the Subdivision Ordinance are not required for the <br /> immediate adoption of the Plan. The Comprehensive Plan does, however, <br /> raise a series of potential changes in subdivision regulations that should be <br /> considered by the City. These changes include: <br /> • Amending the data required for preliminary plat (Chapter 30, Article <br /> V, Division 2, Section 30-353) to include the Resource Inventory <br /> required for Open Space Preservation Plats (Section 30-514). <br /> • Altering subdivision design standards to achieve more affordable <br /> housing without sacrificing the sustainability of neighborhoods. <br /> • Modifications to park dedication requirements (Chapter 30, Article V, <br /> IIIDivision 2, Section 30-327) to enhance the ability to undertake the <br /> greenway plan. <br /> Amending the Plan <br /> The Comprehensive Plan anticipates change in Elk River. Some of these changes <br /> are addressed in the Plan, while other changes may be unexpected or even <br /> beyond the scope of the Plan. Responding to these changes may require <br /> amendments to the Comprehensive Plan. <br /> The Plan should not be amended capriciously. A great deal of thought, time <br /> and energy went into the creation of this plan, and the same effort must go <br /> into any amendment. <br /> Amendments to the Comprehensive Plan may take several forms: <br /> • Changes in the map or categories of the Land Use element. <br /> • Changes in other elements of the Plan. <br /> • Plans and other studies that become part of the Comprehensive Plan. <br /> • Updating of entire sections of the Plan. <br /> • Revisions related to major geographic sections of the community. <br /> Amendments to the Plan may originate from the Planning Commission, City <br /> • <br /> . -= Building the Future -A Comprehensive Plan for Elk River 3+10 <br /> River <br />
