Using the Plan <br /> • The School District provides recreational facilities for the community. <br /> • • School facilities influence traffic patterns and street systems. <br /> • The reuse of school facilities provides important community <br /> development opportunities. <br /> • Many of the key roadways in the Transportation Plan are under the <br /> jurisdiction of Sherburne County. <br /> • The County and School District are major employers in Elk River. <br /> • The Minnesota Department of Transportation controls the <br /> development of Highway 10 and Highway 169. <br /> • The Minnesota Department of Natural Resources plays a role in <br /> managing land uses along the Mississippi River. <br /> Intergovernmental collaboration can help build successful solutions in a time <br /> frame that meets local needs and makes the best use of the full range of financial <br /> resources available for each project. <br /> Implementation <br /> Formal implementation is part of using the Plan. Several formal steps are <br /> needed to implement the Plan. State Law sets forth a variety of requirements <br /> for putting the Comprehensive Plan into effect. These powers and requirements <br /> • for implementing the Plan are found in Minnesota Statutes, Section 462.356. <br /> Adopting the Plan <br /> The process for adopting the Comprehensive Plan begins with the Planning <br /> Commission. State Law requires that the Planning Commission hold at least <br /> one public hearing on the proposed Plan. After public comments are received, <br /> the final document is prepared and presented to the Planning Commission for <br /> recommendation to the City Council. Adoption of the Plan by the City <br /> Council requires passage of a resolution by a two-thirds vote. <br /> Modifying Land Use Controls <br /> State Law requires that the Comprehensive Plan contain guidelines for the <br /> timing and sequence of the adoption of official controls necessary to ensure <br /> planned, orderly, and staged development and redevelopment consistent with <br /> the land use plan. Official controls may include ordinances establishing zoning, <br /> subdivision controls, site plan regulations, sanitary codes, building codes and <br /> official maps. <br /> Zoning Regulations <br /> The City has adopted zoning regulations (Chapter 30 of the City Code) for <br /> the purpose of carrying out the policies and goals of the land use plan element <br /> of the Comprehensive Plan. The application of zoning districts and the specific <br /> regulations must support the objectives of the Comprehensive Plan.
