MB <br /> • Kill <br /> To: Elk River Planning Commission <br /> From: Rusty Fifield <br /> Subject: Draft Comprehensive Plan <br /> Date: September 16,2003 <br /> Introduction <br /> The attached document contains the proposed Comprehensive Plan for Elk River. This plan grew out of a <br /> planning process that spanned more than 17 months. A variety of steps have been taken to assure that the <br /> Plan reflects the needs and desires of Elk River: <br /> • The community was represented by an 18-member task force. This group served as the steering <br /> committee for the planning process. The task force met on 16 occasions to guide the creation of <br /> the Plan. <br /> • The process included five community workshops. These workshops provided opportunities for <br /> the general public community to participate in the preparation of the Comprehensive Plan. <br /> II <br /> • City boards and have commissions reviewed and provided input to the draft plan. <br /> • This draft of the Plan evolved from a series of three workshops with Task Force, Planning <br /> Commission and City Council. <br /> Status of Draft Plan <br /> The following section reviews the current status of the Comprehensive Plan. <br /> Public Comment <br /> The Plan was presented to the public at an open house on August 21. Twenty people attended the <br /> meeting. One half of the participants were Task Force members. No Plan changes are recommended as a <br /> result of the discussion at the open house. <br /> HKGi received two emails and one letter relating to the draft plan. Both emails dealt with the proposed <br /> High Density Residential land use along 175th Avenue. Copies of these emails are attached. While we <br /> understand the concerns expressed in these emails, we continue to support High Density Housing in this <br /> area. The combination of existing street system and access to transit, retail and employment make this an <br /> excellent location for this type of housing. Changing this land use will leave Elk River with an <br /> inadequate supply of property available for development of higher density housing options. <br /> The letter requests that property on the east edge of Elk River be designated for Urban Residential and <br /> placed in the Urban Service District. A copy of this letter is attached. This request has been discussed at <br /> a Plan Review Workshop.
